Sustainable development and environment in Tunisia

ENVIRONMENTAL POLICY IN TUNISIA

Tunisia has established an overall policy in the field of the environment and sustainable development which considers both the economic and social development, and the environmental protection, as determining factors in the process of the country development.
Within this framework, the X th Plan of Economic and Social Development (2002-2006) devoted its V th chapter to sustainable development aiming at:
(i)A better cohesion between development needs and country planning.
(ii)A real protection of the natural resources and an effective fight against desertification.
(iii) A targeted fight against all kinds of pollution to improve the quality of life.
(iv) A better integration of the environment in the economic and social development, at both, national and regional levels.
In addition, this policy of sustainable development is planning to integrate the environment in all the development sectors, by keeping in sight a necessary balance between the means available and the complementarity between the sectors, the creation of new promising sectors while guaranteeing the equity of the distribution of the development benefits.

POLITICAL AND INSTITUTIONAL APPROACHES
The approach recommended by Tunisia to ensure its sustainable development envisages five essential dimensions:
(i) The conservation of the natural resources, basis of the development, by fighting against all forms of quantitative degradation and by promoting the practices of rational management and durable use of these resources.
(ii) The safeguarding of the quality of these resources considered as an element of economic and social competitiveness, by fighting against all forms of deterioration and contamination of these resources.
(iii) The improvement of the quality of the citizens living environment in both, urban and rural areas by fighting against poverty, the sources of attack to health and by developing the human resources quality.
(iv) The economic development within a perspective that respects the balance between the different sectors, the different regions and also the balance in the use of the resources and the ecosystems by promoting the participative eco-development.
(v) A better competitiveness for all Tunisian companies in all development sectors and a leveling of the infrastructure equipment and the superstructure of the territory to better take advantage of the opportunities offered by economic subcontracting and by world service.

COMPONENTS OF THE ENVIRONMENTAL POLICY

The protection of the natural resources:
- The fight against desertification
- The protection of biological diversity
- The protection of the ground and water resources.
The creation of specific programs for the environmental protection covering the following fields:
- The management of solid waste
- The management of domestic and industrial worn water
- The cleanliness and the aesthetics of the cities
- The improvement of the air quality and the fight against other forms of harmful effects.

INSTRUMENTS OF THE ENVIRONMENTAL POLICY
To implement its environmental policy, Tunisia developed and set up suitable instruments:
The development of the institutional and legislative executive bodies.
The prevention of pollution and the threat to the environment, in particular through impact and national and regional development studies
The promotion of scientific research in the field of the environment and the protection of the natural resources
The promotion of information, public awareness, education, training
And the environmental culture and the support and mobilization of the efforts provided by the structures of the civilian society.
The promotion and the participation of the private sector in the environmental services
The creation of financial mechanisms for the environmental protection.
The international cooperation and partnership.
